Here at this year's EBACE show, the Isle of Man Aircraft Registry (booth T50) is celebrating 10 years since its establishment. The United Kingdom's Crown Prohibition was a real pioneer in providing private aircraft owners with a more convenient registration option, and some other jurisdictions are looking to follow suit.

The aircraft registry is headed by Director of Civil Aviation (DCA) Simon Williams, but its launch in 2007 is credited to Brian Johnson, former director of the Flight Operations Inspectorate at the UK Civil Aviation Authority. Johnson is now technical director with offshore registry consultancy Astra Aviation (booth T50) and ahead of this week's show, he shared his account of how the registry started.

An Introduction To The Isle Of Man Aircraft Registry

In 2005, the Isle of Man government, after several years of negotiations, received permission from the UK Department for Transport to set up its own aircraft registry (IOMAR), a service for the island's private corporate service sector. Business provided a new opportunity. As successful as the existing ship register was, many sprees were included. As a Contracting State to the International Civil Aviation Organization (ICAO), the UK is ultimately responsible for IOMAR's regulatory standards, in the same way that the UK is responsible for overseas registration in Bermuda and the Cayman Islands.

The Isle of Man Government appointed Johnson from the CAA post at London Gatwick Airport to become DCA and oversee the creation of the new registry. As a professional pilot, he had experience flying corporate aircraft.

"I have industry experience and new ideas for ways we can improve the registration process and regulatory support for corporate aircraft," he told AIN. "My mission statement was 'Safety with Service' and it still is for IOMAR."

The last new aircraft registry was created a few years ago. In 2006, offshore registrations in Bermuda, Cayman Islands and Aruba were the main options for high net worth individuals and international businesses.

"Traditionally, most owners have registered their aircraft in their home country, but an offshore registry offers some unique benefits," Johnson explained. "They are all customer-centric because they don't have a large domestic airline market. And if you want to travel the world, especially in politically sensitive countries, the offshore registry provides complete privacy and no political bias. Prior to the creation of IOMAR, the Isle of Man Government's legal team had to amend the Air Navigation Order and other relevant legislation. While doing so, Johnson wrote a manual of policies and procedures to simplify the registration process. The new Air Navigation Ordinance came into effect on May 1, 2007 and this is when IOMAR was officially born.

"One requirement that I always thought could be improved was the approval of the vertical separation minimum (RVSM)," Johnson explained. "I arranged for an aviation expert to write a standard RVSM manual, which means that if the crew receives RVSM training and the aircraft is technically compliant, it can receive RVSM approval the day it is registered. Writing, checking and correcting manuals saved weeks and ensured accuracy and compliance. The manual was always up-to-date and re-enacted when necessary. , ensure compliance, and reduce cost and unnecessary workload for our operators. In a stroke of good fortune, Johnson was able to secure the letter "M" as the official registration prefix for the new registration. From the beginning, the Isle of Man government made it clear that it did not want the aircraft registry to be seen as a flag of convenience. Accordingly, Johnson was briefed to run it on a non-profit basis to avoid the appearance of a conflict of interest. This meant that registration fees were very competitive and by the end of its first year IOMAR had 51 aircraft on its books - well ahead of target.

Three new seaplanes have been registered in San Marino, Guernsey and Jersey in the last few years, while IOMAR is now the world's sixth largest registry for commercial aircraft.
